Why certain old programs won't play

Does anyone know why we can get/play old TV series like Cheers, even the very first 1982 ones, with no problem but when trying 'Allo 'Allo, for instance, none of those will play.
Also does it matter if the VPN (Rabbit) is on all the time, even when not viewing UK live programs? (This is using a box of course).
Does a Firestick have an inbuilt VPN which is constantly on? My friend's set up using a Firestick enables BBCIplayer OK but we can't get it with or without the VPN on.
