Certification for electric tricycle

I want to buy in China an electric passenger car or tricycle. The shipping company can bring it to Famagusta. Which certification must have the vehicle in order to be registered and insured in N.Cyprus? Will European CE certification be sufficient? Chinese sell EC compliant vehicles.
If you don't have the answer, maybe you know somebody who has?

Maybe you need to speak to Customs and Excise or the Department of Motoring/Licenses etc. It would be good to have a Turkish speaking friend with you, if you don't speak Turkish yourself. hopefully someone on here will have a better idea than I and might even supply phone numbers. Maybe one of the car sales showrooms will know the answer.
Interesting subject - hope you find your answer without too much of a headache.

Thanks Marions, I would gladly visit these Departments if not for the fact that I am now not in TRNC, but in Moscow, Russia. I will not come to Famagusta before June, so I am trying to do this all via Internet, and finding these offices just by approximate names is next to impossible. I'm sure that they all have their websites with lots of info and no way for me to find this info.
So well, maybe somebody will have in his or her memory a couple of phone numbers for these offices. Wait and hope...

if it is not a "book" or something.. you need to have a customs agent anyway.
he/she can find out all you need to know.
and, just as a hint:
it might be that the solar panels on that rickshaw need a special permission.
