Can any one advise me on laws regulating noise ....we have a neighbor with a very loud devise to deter pigeons from the roof this is continuous night and day ...

Judging by the racket of cement mixers and pumps going on until 10.30pm at night 30ft from our front door, and the skin graft wannabe biker that opens up to full throttle all the way up the hill to Esentepe Village, I'd say if there are any laws regarding noise, the Polis don't bother enforcing them.
