What to do......Young Pug locked in shed 24/7

My friend has just come out on holiday.......to Sunningwell Villas in Lapta. To discover that her Turkish neighbours , who have a young baby are keeping their young pug locked in a shed 24/7. they let it out for half an hour a day. She said it is crying all the time.
I have told her to ask them, if they want to re home it, as I feel it wouldn't be difficult. she doesn't speak the language and I feel is a bit nervous on her own.
She is in Lapta, can anyone help or advise, as what's best to do.

You could contact Kıbrıs Hayvan Hakları Kulübü on Facebook, there's an email address on their Facebook page, and maybe a Turkish speaker could help

Will try speaking with Yulian of KAR. But as its not a stray, not sure they can intervene.
She doesn't know any of her neighbours, who appear to be mainly Russians......

I had a pug puppy stolen about a year or so ago. It was fawn in colour and male. Any idea if it is male or female?

sorry for the late response, I have been told not to worry by other tenants at Sunningwell. the pug is looked after by the family, and although is locked in a shed at night, is taken for walks and comes out during the day for play etc.
the lady in question who told me about the pug only comes out on holiday and doesn't live there all the time. the people I have spoken to know the situation, and although it may not be perfect, they assured me all is ok.
