Dogs from TRNC ro Russia

Kar/Kim, could you give me advice for a Russian friend who speaks no english, what the requirements are to fly two dogs out of TRNC to Russia, if needed in the future. One came in from Moscow, the other is an exKar rescue with no passport. the Russian one has not been revaccinated each year. Thank you so much.
