Can anyone confirm or otherwise if you are supposed to have a swimming pool licence for your property.

You need to have obtained building permission for a pool & fees would have had to be paid when this was granted.
It would most likely have been included when the house was built & permits the pool to be itemised on your Kocan.
This year there has been an increase in the yearly amount you pay which is included in the Property Tax paid to your local Belediye.

To add another question to this post. Can you apply for building permission when you have bought the property and have a sales contract but before the Kokan is issued in tmyour name?

Simple answer is no. You have to wait until you have your Kocan.
