Does anyone know somebody who will come and clear a load of rubbish from a house in Karakum area ?

What kind of rubbish are we talking about here? If that's the construction debris left by your builder, you have all the rights to demand them coming back and cleaning the area free of charge. Otherwise, could you please give the approximate amount and nature of the rubbish? Perhaps we could send one of our trucks with workers to clean up?
