PPD test for Residency (urgent request)

I have a question on behalf of a friend and hope someone can help

When applying for residency (under 60), in one part of the application the police asks the applicant to do Blood test and
tuberculosis skin test (PPD). The result as was told passed to the immigration.

Well we know the purpose of the test yet,

My friend would like to opt out to another method, as proven scientifically this test open to error; he developed strong skin irritation on last test, of course the result was interpreted as positive. He had injection against Tb in his childhood, and therefore shouldn't catch the disease.

Now,
Can anyone tell me who can he approach regarding this method? and if he would be allowed to request an alternative method to PPD?
Which governmental department is responsible for this part???

Just a perhaps. If you approach one of the private test laboratories and discuss it with them they may be able to offer a solution or even speak to the relevant authorities on your behalf. There is Erdouan at the Belapais lights or the British something or other opposite Chicken Planet in Karaoglaoglu.

I believe the decision is made when you go to pay at the hospital, I know when my husband went on one day he was sent to 1 clinic which was packed and when I went 2 days later I went to another clinic where I saw all the people who were paying in the hospital and again very full. An X-ray I believe is the only alternate check and this is generally carried out in the hospital. Hopefully your friend has a Turkish speaking friend who can ask if he can go on a hospital day.
