our water carrier has just hiked the price from 10TL per ton to 15TL.
Is this what everyone pays now?

Use someone else then.
I remember a few years ago, our pool man used a water tanker service, and as the GBP got stronger the tanker driver put up his price. When asked why he said "exchenge rate".
Our pool man pointed out that the tanker driver's fuel, living expenses, water costs etc were all in Tl so he was not affected by the exchange rate.
Opportunism, use another supplier, and I am sure one of them will realise if he keeps his price the same, he will inherit all the customers from those that increase prices.

We are in the Esentepe area and we paid 15 TL per tonne last week, our water man now has to go further afield and it is more expensive to fill his tanker, hence the increase, but as we use him every time, we know as soon as he can get water cheaper the price will come down again to 10 TL.
