I am not a legal expert but my understanding is that yes kocan is what we would call a title deed. An official government document the purpose of which is to define the current legal owner of a given piece of land or land and property.

Depends on which Kocan you are referring to. We have our land Kocan i.e. indicating the piece of land we bought from the builders, transferring the land from them to us, however we do not have our Title deeds indicating that our house is placed on the said land. Like hundreds and hundreds of other people, we are not likely to ever obtain this, for numerous complicated reasons.

As it is all in Turkish, Just take it to a local notary who will translate it for you, or go to the Tapu (land registry) and someone will help you.

I was given to understand you get some sort of idea that things are moving if the Tapu come and remeasure your land and check the measurement of the house to see if you have kept to the architects drawings. If this isn't the case then I'm sure someone will correct me!!
