Rules for fencing

Does anyone know if there are rules for erecting a fence on a shared party wall without consent

Would just love to erect a drunk and sound proof barrier on mine but rule is 1.5 mtrs from ground level and sound travels above that - hey ho!!!

and its from your wall foundations, last year had a customer who put a fence up but had to take it down as he was about 5foot lower than his neighbour. The neighbour was told he could put up the fence but as it blocked his view it had to come down.
