Does anyone know how much it costs per year in road tax for a Mazda R X 8.
Alternatively is there a list published by the responsible Government department that I could access from UK

Check the BRS website will give you all the information. You need to know how much it weighs.
As I got older I congratulated myself on my tolerance..... Now I realise I just don't give a "ooops"

You need to find out how it is currently classified as I do not know. 4 years ago we imported one there were a lot here at the time as the DVLA classed them as 1300 cc as they have one 1300 cc engine on top of the other meaning they are really 2600 cc. Obviously the import duty & yearly road tax reflected this lower engine size so they were more affordable.
Only kept the car a year so cannot advise if this loophole has been plugged or not but there stll a lot on the road.
Maybe you can try phoning any advertised on KKTCArabam to ask current owners?
