Unusual Skull

My neighbours found a skull in their garden and despite asking many people we can't identify it or even get a meaningful suggestion.

I have posted a query on the Natural History Museum forum but maybe somebody here can identify it.

Is it possible it is a large bird (with the the beak missing).
Try googling pelican skull and you will see similarities, especially the odd projections.

I feel that may not be skull at all but part skeleton of a small animal. There seems to be what looks like a vertebral column in the middle - something that is not found in the skull...

With the two hollow pieces which look like legs at the front, it may be some sort of crab.
