North Cyprus hire car at Troodos?

Crossed over to the South for a trip to Troodos Mountains. Surprised to see a North Cyprus registered hire car in the car park. I asked him how he got the car over the border and said in broken English that car dealer had given him licence . Can anyone enlighten me as I thought that this was not allowed?
