Alsancak paying for water

One of our friends is stuck in the UK and wants to pay for her water in Alsancak. Is the Beli open or is there somewhere else other than a bank it can be paid please?

Alsancak office was open last Wednesday am to pay water bills, top up water cards and pay annual property tax. 1 person allowed in at a time with mask and gloves. Sanitiser at the door.

Is it possible to pay Alsancak Belediyesi from the UK , we are not able to come over?
