Can anyone tell me of any atms that do not charge for withdrawing euros or Turkish lira on U.K. Debit cards, I have Nationwide, Starling, Revolut & Lloyds debit cards, or it that too good to be true

No idea about taking out Euros.
Think you will get charged by Lloyds possibly for taking out TL. Know that I have been charged in the past at UK end with Halifax/Bank of Scotland which is under same umbrella as Lloyds.
Revolut you can take out TL free of charge at Turkbank and Ziraat Bank ATM's. There are others, but can't remember.
Can't help with Starling or Nationwide cards.

Regardless of what card you use, there seems to be strict rationing at the moment. Tried to draw out 3000 at two ATMs, today one was empty or at least not functioning properly, the others would only let me have 400tl.

Wise card used to be called Transferwise, changed name a wee while back.
You have to be canny as to what foreign (as in UK or whatever) bank cards that you use in ATM's here. I believe that Barclays is one of the good ones, as to the main UK banks. Quite a few here now use the likes of Revolut, Starling and the like, to get free cash withdrawals and pay for goods/services with good exchange rates.

Thanks everyone for the replies.
Before the crossings were closed, I used to withdraw sterling useing my Nationwide card, without any charges whatsoever at the TEB bank, & then change it to lire or Euros at the exchange kiosk.
Now, at the same bank they were going to charge me £5 for withdrawing £100, I tried the Starling card & it was the same.
I tried withdrawing lire, & as gates has said, they were going to charge for withdrawal.
This was all done in the Famagusta area.
