Can I import a second vehicle?

I want to import a second car from the UK, but am I allowed? It's a 2017 plate and 2 owners before me. Help is much appreciated thank you.

I shipped a second car over 2 years ago customs would not release the car from the port.
The battery was dead and the windows were down so I managed to get the car released for repairs with a solicitor letter.
They gave me 30 days I then got another 3 months on the understanding I changed the log book to my wife's name.
Only then did they allow me to import the car.

Unfortunately this is clearly faulty advice as it says classic cars must be UNDER 12 years old and it was recently announced that the under 5 years old stipulation had been removed.
