I guess it depends upon where the “foreigner” comes from, Turkish and Kurdish will manage, people from Pakistan seem to manage, maybe leaves the Russians and Brits to make more of an effort. I guess also Students will make the effort.

Cant envisage many pakistanis in pakistan will have level 2 turkish..note this is to grant new work permits. Its an exam. Im assuming you would need this before coming to the country. Thats my guess. Students here may be exempt as they are mostly casual etc.

Think you are under estimating the Pakistani peoples ability to speak Turkish when a lot of them speak Urdu which helps them to speak Turkish, which makes them more motivated. Many Pakistani people in TRNC have taken up managerial positions in TRNC especially In hospitality.

I think the following also is a good point made in article…

WE SET OUT WITH THE PRINCIPLE THAT NO ONE WILL BE LEFT UNCERTIFIED IN BUSINESS LIFE.

Minister of National Education Nazım Çavuşoğlu also noted that after the legal regulations regarding vocational education, the processes of certification of professions and applying for the equivalence of the workforce coming from abroad in TRNC are continued by the Ministry of National Education within the scope of the protocol.

Emphasizing that they set out with the principle of "There will be no one left without a certificate in business life", Çavuşoğlu said that all ministries have taken great steps in this process.

Stating that occupational safety qualifications have been added to the scope of the protocol, Çavuşoğlu stated that there is a need to harmonize the code system implemented by the Ministry of Labor with the Ministry of Education.

Nazım Çavuşoğlu stated that they signed a protocol that will support the process of providing the necessary education to people coming from abroad and adapting to society in terms of language, and said:

“As foreign workers come to the country, their families also come. There is a language problem in schools. From now on, when foreign workers register, we will request a Turkish proficiency certificate from them. "We have made arrangements to explain our country's language and culture to the people who come here and include them in the system….

I often have to ring Pakistani friends to help with communication due to my lazy English tongue as my Cypriot friends say. They are often better at reading / writing/ translating Turkish than my English Cypriot friends too. Luckily lots of translation apps now to assist.

Pakistanis can pick up a foreign language, quicker than any other nationality I know, not sure about their written or reading Turkish though. I agree re English Cypriots. I met a Nepalese lady a month or two ago who couldn't speak a word of Turkish. Met her again last week and I was staggered how much she had picked up. She needed to earn money and was desperate to learn English as well.
