Speaking on the Vacation Homes Bill, Finance Minister Özdemir Berova stated that there is uncertainty surrounding the stock that has accumulated over decades, stating that such properties are rented online and through intermediaries, and that there is no registration. Berova noted that the law aims to pave the way for registration and the collection of revenue from registration by the public treasury.
Berova stated that inspections will be conducted after the residences in question are registered with the land registry, reiterating that informal housing will be recorded and revenue generated. Minister Berova stated that they will submit the resulting revenues to Parliament during the next budget period.
Berova stated that defending informal housing is wrong, noting that contracts that have been sitting in drawers for years will be registered with the land registry. Emphasizing that combating informal housing was a key theme last year, Berova stated that practical problems could be resolved once the law is implemented.
Berova said, "Let's first document the years of informal economy. We will certainly contribute to the Ministry of Tourism's projects to assess revenues," emphasizing the crucial importance of this law for public finances and the country.
CTP MP Fikri Toros spoke from his seat, saying, "A lease agreement for a property without a title deed cannot be registered in the land registry," adding that the draft law was based on flawed assumptions.
Finance Minister Berova continued his speech, reiterating that such properties would be both legal, registered, and revenue-generating.

Listening to the experiences of friends, it does seem that there are currently many obstacles in the way of registering a rental contract - considering that the intent is to pay tax, they seem to make it as difficult as possible!CTP MP Fikri Toros spoke from his seat, saying, "A lease agreement for a property without a title deed cannot be registered in the land registry," adding that the draft law was based on flawed assumptions.

We had a flat vacant for 1 month bewteen tenants a few.months back & had to fill a form in ..they where asking for kibtek bill to show it was empty...not had that before
The last tenant left short notice & the flat was a mess stunk if cat pee etc..took a few weeks to sort out then found tenant quite quickly.
I also sold a flat in the summer and the guy who collects the rental tax calculated my sellers tax and i brought him the receipt. Next month i went to pay my rental tax and they asked me why no rent for this house. I told them i sold it & they asked me to show the cancellation paper? What cancellation paper ...? All i had was the receipt for the sales tax and i gave that to them..i asked coukd they give me a copy so i could give it them back...they checked and said they had sent the file somewhere..
They havent asked since but my wife sold a flat last month & this time we photo copied a few bits and filled in a form at the rental tax to say we had sold it.
