Site maintenance

Hi everyone. Just a quick question. We are a small site,14 villas .we have 4 villa owners who refuse to pay the maintenance fees (£500) per year. Yet they use all the facilities. Do not pay towards site electricity, site council tax, delivery of tanker water .just because they all have their kocans, think this is ok. Surely this is not legal. Any advice would be appreciated.
