Looking at the cost of the fines my answer would be yes, anything the Government can make money out of without having to work at will be an instant success - anywhere in the world.

Yes we do need it here but even if they brought in those laws would they monitor them. Look at all the laws now that are totally ignored even if it means fines the Government still ignore the law breakers.
