Off the top of my head, you need a letter from the muchtar - think its the one from where the seller lives, a copy of the sellers ID, ideally they go with you and the cash, this varies on age of car, from about 100TL to 250TL

You need to get a special form that both buyer & seller sign & the Muhtars witness therefore it is not possible to do it unless both parties are in the country - unless of course you know someone who knows someone!

I spoke to our muhtar who said there was no problem if the buyer is not on the island. The seller needs to complete the form including the buyer's name and passport details. This is signed by the seller at the muhtar's office and the muhtar keeps the form and the blue ownership book. Then when the buyer arrives they can collect and sign the form and then go to Lefkosa to change the name in the book.

I sold a car to a friend last month. I was going to UK for a week so wrote out a bill of sale.
When I got back he'd got a form to fill in. It was in Turkish so a TC mate filled it in. We then went to a notary, with our passports. In and out in 15 minutes, cost 25tl. I didn't ask if he'd been to Muhktar.
I'd sold a car before, again to a UK expat. He gave me the cash and I gave him the car and documents.
I didn't have any other involvement. This was in 2007.
