Water pump replacement ?

We have a problem with our water pump on the roof, not sure of the correct name but think its a hydrofoil system? We have a pump in the garden which pumps water to the roof and a pump on the roof with an electrical box on top which operates when a tap is turned on/toilet flushed etc. This pump has been temperamental for a few months and will now not kick in when we turn on the tap hence low pressure, we have been told to do away with this pump and just use the one in the garden with a bit of pipe rerouting etc, can any one help or offer advice please.
