A friend recently asked the same question but just got contacted by the usual taxi firms on here.

In the end we booked a taxi with Karapasha who do car rental and all sorts (East side Karakum/Ozankoy). They keep a book and are quite happy to organize a taxi share if available, and so my friend paid £30. Thought that was really helpful, so hence my suggestion.
