ljarvo - which departmental Government office do you need to visit? There are offices throughout Lefkosa.

I am almost sure that building lies within a huge complex of Governmental buildings close to the Ministry of Immigration. The Google location is:
35, 11'45.29 N
33, 21'05.02 E

Go to Google Earth and search for Lefkosa. When the screen appears, run your cursor over the page and look in the bottom right corner of the screen for the latitude/longitude numbers I gave you, once you have the same numbers - that's where it is. I am unsure what tourist tower you are relating to. There is ample parking outside of the complexes there and a large car park behind the buildings. Where are you starting your journey from?

OK, at the end of the Girne-Lefkosa dual carriageway you will arrive at a large roundabout. Go straight over (2nd left exit). Pass the State Hospital on your left, straight on at traffic lights and the next roundabout. You will then notice a large road filtering in from the left (busy junction). Straight on - but now get into the left lane of traffic. At the next set of traffic lights filter left (Merit Hotel will be at the 2 o'clock position as you approach the junction and there is a petrol station on the right-hand side of the road.) After approximately 200 metres you will see a number of governmental buildings on the right-hand side of the road (one-way traffic system). Loads of parking around the streets and large car parks adjacent. I think the department building you want is the last one of the various buildings on the left as you face the complex. There are also a lot of polite English-speaking policemen around the entrances.
