Yellow powder round base of wall?

A villa next to a field where we walk our dogs has had all the undergrowth next to its walls cleared away, presumably to deter snakes. However this morning I saw bright yellow powder sprinkled all around the base of the wall, does anyone know what this is & how toxic it is for dogs & cats??

It's to deter snakes. We were told it is pet tolerant. Suggest a check with your vet though.

Ok thanks can obviously stop the dogs from sniffing it but cats do what they want when they want preferably with you waiting on them paw to paw!
