Car purchase from non resident

Hoping somebody can help. We are wanting to buy a friend's car but she has moved back to the UK. We understand that we have to get a form from the tax office in Lefkosa first and then go to the muhtar to get it stamped. Obviously if she was here we would go to her muhtar but as she is not does she need to be here in person to sign the form or could we send it to her for her to sign and then take it to our muhtar? Thank you in advance.

You'll need a photocopy of Her passport too

We have got a copy of her passport, this query arose when we went to our muhtar and he asked how can she sign if she's not here.

Make sure it's the passport that was in use when the car was registered in their name as the passport number is written on the logbook and if it has been renewed since the numbers will not match.

She needs to be here as the form needs signing in front of the muhtar unless you know a dodgy one which wouldnt be difficult I reckon.
