Anybody with similar school issue?

Just wondering if anybody had the same issue with the government schools here with there children being held back a year?
My son is in alsancak school and was automatically held back a year but I don't know why.
He was in school in turkey (Mersin) for a couple of years and when we returned to put him in school here they held him back a year!
He speaks fluent Turkish and get top marks in school work and tests. The teachers are very happy with him.
He is 11 years old and born in feb 2003, but he should be technically going to high school this September, but he isn't and will be going to year 5 insteiad.
In his class the other children are 1 year younger.
My son and I feel that when his proper year finishes and leaves school he will still be at school for another year with the younger children.
I have spoken to the school manager and no luck.
