Where can I found the Karsiyaka Mukhtar, I need a letter for a drivers license

His office is up in the village, adjacent to the shop on the corner next to a bus stop. there is some rough waste land next to the bus stop where you can park. he opens at 6pm

At the top of the olive oil factory road, turn left and his office, a small white building, is just on the right. He is only there till 7pm. It is his birthday today
