Any one know who can repair a genuine Cartier watch north or south?

Or my Jaeger-LeCoutltre Gyrotourbillon?

There is no one on this side even if they say they can they cant, they broke my husbands seal on his cartier the best bet is to send back to england. Dont know about the south though .
