Water water everywhere nor any drop from Turkey

What has happened in the grand plans for water through a pipeline from Turkey - the BRS told us months ago that the underwater pipeline from Turkey was complete and that water would flow within 70 days it was stated.
Did the TRNC government get their message wrong? Was the BRS duped?
I'm at a loss to understand who would benefit from such misinformation if that's what it was - so what gives?

"Duped" and "misinformation" are possible harsh words for " we have't quite finished yet"

‘Century Project’ pipeline completes in September" (24 July 2014)

Consumer price set for Turkish water supply.
The price of the water which will be brought to the TRNC from Turkey through undersea pipelines has been set at 3TL per ton, Turkish Cypriot daily ‘’Halkin Sesi’ reports.
The paper notes that the price paid today by consumers varies from 1.5 to 3.5 TL, depending on the municipality in which they live.

But they declared the pipeline from Turkey complete - so is it? Is what I'm asking and if it's not complete, why was it stated that it was? I want some factual information... I was surprised when the BRS published that the pipeline from Turkey was complete so I'm asking where the info came from....

How can I tell if the water I get out of my tap comes from Turkey - at 3TL a ton - or from the municipality well - at 1.5TL a ton? Will it be a different color? Will it come with embossed flags in it so I know which country it comes from? Will I still be charged the same rate for the 10 ton I could never get anyway or will the imaginary 10 ton that I should get be charged at the Turkey rate instead of the TRNC rate?
Oh, the pain, the pain!!!!
Simple answer is once the water starts to flow into the reservoir that is already half full of free to air water, it will all be mixed up with water from Turkey - which is also provided free for the first few years by Turkey - and then pumped into the same pipes that feed my tap now - so no real cost of electric to get it to me! Therefore, it will be at the new price of 4.5TL a ton because they will have to charge me for both the water from Turkey and the water that was free to start with that they always charged me 1.5TL a ton for anyway!!! I still won't get my 10 ton a month but now will be charged a standard "extra" fee for not having had it.
Or, do you think there may be a cunning plan afoot to separate the local water for locals and the Turkey water for ex-pats to make it fairer? Just joking there by the way - we all get the same water and will end up paying the same!!
And they said you could not make it up - WRONG!

Yes the pipeline is "Complete" but it has not been commissioned yet which can be a long task if any issues are found, this is quite normal.
Waddo my thinking is a prices wil go up to the same level, ie the higher one!

A source tells me only 3km this side and 3km Turkish side is actually complete and they are now looking at Sept. 2015 for completion of the under water pipe laying phase... A bit different to the 'official' line being given out from the Govt. where it seems, various government dept's are fighting over bragging rights and have no firm plans as to who should actually operate it....

I was told back in June that water would not flow into the dam until January at the earliest and water would not be available to peoples homes both east and west of Kyrenia until October 2015.
This is from a very reliable Civil Engineer in Alsancak.

My source in unimpeachable and not the monger of rumours - he tells me that they are still sinking the massive concrete seabed anchors and that without those in place it would not be possible to have completed the pipeline. I guess the information given to the BRS has been misinterpreted and someone was talking about one of the phases being complete, maybe the manufacture of the underwater pipe rather than the laying of it - I can't conceive of anything to be gained by declaring it a done deal when to anyone interested it would be demonstrably not...

Any update on the water pipeline anyone? Is it not due to be turned on in July? I've looked out to sea but can't see any ships or such like that would signal that the pipeline is close to Cyprus and being connected up. I really hope that all is on schedule as it will be fantastic for North Cyprus.

What happens to the people on turtle bay who currently pay esentepe 10tl a ton, does that mean our water price will be reduced?

In Alsancak, the price starts at 0.5 TL per ton - but goes up as the quantity increases.

Well, they are obviously going ahead with something, because we have had CATS and JCBs working for yonks digging the road up to a depth of 2.5metres and then laying the pipes in preparation. (they have slowly worked their way from Ilgas, down and across the ravine and then our road - probably going to the Girne Lapta road_ Plays merry hell with the tarmac, but they do try and keep to the verges when they can. GPS measurements were carried out last year for the pipes.

He doesn't say what exactly he has doubts about with regards the pipeline.
In Saturdays Cyprus Toady (Page 8) there is an article on the concerns about the impact of the pipeline on turtle nesting beach and page 13 'Water Pipeline: Progress made', the pipeline is said to have been two thirds completed, 52km of the 80km having been laid. I can't see it being completed in July.
