Water Bill

Live in Alsancak an have just received the above for the last monh - 20tl. Peanuts you might think. However only 1tl of the bill is for water consumed. The rest is made up of 1. Meter rental. 2. KDV. 3. Tax to the Belediye 4. Payment towards Belediye Debts and the list goes on.

I thought that the monthly bill was a services bill, not just water but refuse collection, street lighting maintenance etc. Why do people regard it just as a water bill?

We've had regular monthly bills of 20tl for some time now in Alsancak. At one time you paid a yearly council type tax on top of the property tax but they then decided to collect it monthly, I suppose because so many people were not paying it.

This is very frustrating. Up until last April I always paid my local council tax in one go for a year. Last April I was told that they had changed the system and it will now be collected with the water payment. However in the winter we use very little water so do not need to go monthly to pay for water. This means that the monthly council payment does not get paid until I next top up the water. Why do they make life so complicated?

Normal Catalkoy bill for 7 tons water: water fee + counter k = 12TL, health official = 4.17TL and cleanliness = 8.33TL.
Don't have a clue what "counter k" is but suspect it is either meter reading or meter rental, health official I put down to the mossie man who sprays quite regular in the season and cleanliness is probably either the bin man or the guys who never quite make it up the hill as far as me but keep the road by Nadil's wall clean all the time!
Whatever it all is I think the water fee is for a standard 12 ton anyway, use it or loose it!

Of course I don't want to have a UK bill, but neither do we want to find ourselves paying for past debts incurred by the Belediye.

I think the once a year tax is 'Property Tax' which in Alsancak is normally around 75-80tl each.

It's based on the 'covered floor area' of the property @ 1TL per sq metre (+ 20% if you have a pool ) & it's identified on your bill / receipt as 'Emlak Vergisi'. This is the one for which you have to produce the original receipt (amongst a host of other stuff ) before you can get your Koçan.

sophie, 'yabancılar' have always and will continue to be expected to subsidise poorer TCs, debt-ridden belediyes, inefficient governmental systems, the deep pockets of the wealthy elite and provide massive charitable sums for local worthy causes. It's just another example of Mediterranean-country culture. I suggest you accept this and live with it, else it will poison your mind and make you ill. My local belediye overcharged me on property tax for 3 years. Having then proved this fact, the official just shrugged her shoulders Cyprus-style and refused a rebate for over 500 TRY. Despite several appeals to various levels of their bureaucracy, nothing was ever done. "This is Cyprus my friend!"
