Clarification Owning RoC Car & limitations in North?

I hope that someone can answer this!
If I were to purchase a RoC Plate Car (I know about insurance that is not my query), and stay some of the time in the North and some of the time in the South (this would include a physical address both sides where one sleeps), what are the limitations on owning a South car, if any? There clearly are limitations as otherwise everyone in the North would buy cars in the South as they are way cheaper, so hence my asking!
I knew of someone who lived/worked North side who HAD lived in the South who drove their RoC car North side for a year or so before they left.
To be clear, I would likely spend 1/3 of nights in South and 2/3 of nights in North in any calendar year, but will spend some extra day time in the North too, whilst sleeping in the South, if that makes sense!
Of course things may change soon with all this "confidence boosting" peace in the pipeline stuff, but may be not! Who knows how long it could drag on!
