Help - Kibtek

Hello!
Having had a nee digital electricity meter installed in April, I was slightly concerned that my meter wasn't read for 2 months.
The meter was read on Friday and on my bill there is the wrong meter number and 0 units of electricity used (the meter number used belongs to an empty flat)
I went to kibtek Monday and explained, telling then my meter number and the units used, in the hope they would produce a new bill for me.
The man at the desk said something about a landline being used to find out how much I owe?
My neighbour got a bill for the units on their meter so I don't understand what I'm supposed to do.... Any ideas??

I find that you have to be very insistent in the Kibtec office to get any sense out of anyone. If you go upstairs that seems to be the department dealing with queries and if you are lucky you will find someone who speaks English there.
