Age definition?

I intended to complete an online electoral registration (here in UK), but am stuck on one point - one family member was born December 1944, hence 70th birthday was last December - agreed?
Therefore, that person is (IMO) over 70 - but the online council (who have always had date of birth!) show as "Over 70? NO".

That person is now in their 71st year, so obviously (to me) over 70 - or am I missing something?

I think that if you have had your 70th Birthday, then you are aged 70, despite the fact that, in precise terms, you may be 70 and three-quarters (shades of Adrian Mole ) - and that 'they' won't class you as being 'over 70' until you are 71.

After all - if someone asked the person how old they were, they would, presumably, say "70"...

The form asks you to make any changes, mine said over 70 No I am 76 so I went to the make changes page and ticked the Yes box, had confirmation straight away.
