Try a mild washing up liquid and water solution.

We had this for the 1st time last year on our well established 9 year miaforne hedge - we took a photo to the garden shop (Bellepais road - on the corner of the rear exit of Lemar) and we were told to cut the hedge (trim it) then wash it with hose pipe and then spray the liquid that he sold us and to repeat the wash and spray after 7 days. Repeat this every 3 or 4 weeks throughout summer. Our hedge (and others around by us) were heavily infected in places and looked dead - regrowth hasn't happened in all places but it has in most. We were told that it is common here now and came in from infected plants from Turkey.
We have just noticed it is also on our Hisbiscus bush - so we will begin again - it does spread so treat it sooner rather than later.

I think it might be mealy bugs. We got it on a Stephanotis plant which we have up on the roof last year. Got some spray from the garden centre, which dealt with it eventually, it took a few treatments, but also cut off the worst infected bits. Apparently these things don't fly, so I suspect were already on the plant when I bought it. I have seen them wreak havoc with hibiscus, so I think best to start treating as soon as possible. Soapy solution did not work for me. Good luck, and hope they do not spread too much.

I think it is cotton fly - for the first time this year our bougainvilleas are heavily invested, I keep spraying every 3 days instad of the 7 advised by the guy at the shop near Lemar think I may be getting on top of them but it is a struggle.

I agree with 'ozankoys' - it sounds like 'Pamuk Bit' - cotton Fly

In Alsancak, the 'Animal Feed Dealer' (Yemci) will sell you some stuff to spray...
