Kibtec registration / which office?

Can someone please tell me which office(upstairs or down) in Girne and which desk to go to to register for the new payment system,thanks.

Just go in the door you would normally use to upstairs. You will find a man at a desk at the bottom of those stairs just inside the door - he will help you register and fill in any paperwork, that is what he is there for. Very helpful guy.
