Internet connection in Turkey

If any one lives or has lived in Turkey, perhaps you can answer this question. My brother-in -law has a holiday home in Bodrum. He is in the process of applying for residency there. He says he has been told!! that he cannot have internet connected until he has residency. Is this fact or fiction?

Actually fact - he needs the ID number (tax ID/foreign resident ID number) before he can have it connected. They're pretty quick with residency these days, perhaps a prepaid 3G connection until residency is sorted would be the way to go. When the ID number requirement came out instead of bothering to contact those who didn't have numbers on file, we had connections cut off, even had my bank account blocked! Everything these days needs that "99*******" number.
