Electrical and Plumbing Problems

Not sure if anyone needs my help, but if I'm out here (a month at a time about four times a year) then let me know if I can help, with any Electrical, Plumbing (30 years experience) and Computer problems (15 years experience)? Also on my villa Kibtek say that they were never given building control so therefore they cannot give me electricity until the original electrical drawings for the villa are shown, and the original electrician has signed it off. Problem is the electrician is long gone and the builder is refusing to give me a copy of the electrical drawing (assuming he actually has one) Kibtek say they will not accept a new electrician and drawing. Any ideas?
