The sun came up and took a walk down to the sea where there is a nice little cove. It's wonderful to take a dip there in the Summer. Occasionally enthusiasts often come here just to clean up the seaweed and debris that floats ashore. As usual some minor rubbish is left behind by visitors. Like so often before, the filth pigs, arriving in vehicles, toss all kinds of debris around in the countryside on their way direction the cove. Building materials, food scraps, and and and ....
On my way back home I get to see a truck, little larger than a regular van, which drove almost to the path down to the bay, opening rear doors and simply, in broad daylight, unload and throws every possible debris right out into the nature!
I had no phone, no camera but have a clear picture of the truck's appearance with the company advertising on sides. Dared not go forward as I was alone. If I'd had a phone with me, where would I have been able to call? Had I become involved as a witness and risked unpleasantness?
I do not understand this appalling behavior. What can be done to put an end to this?

Take truck details etc. Licence plate to local police station.

As Angie says, plus exact time if possible and number of people. Perhaps you could take a photograph later this week? As you said don't approach these cretins on your own. I did once with my phone and got a small rock thrown at me.
