Let down by Baspinar Hire Car again

Well, once again Baspinar Hire Car Company have been less than ideal so its time to find another hire car company.
The taxi driver picked me up from Larnaca and dropped me off at the office to pick up the hire car no problems. Once I picked the car up (Hyundai Matrix) I noticed both rear tyres were under inflated (see photo taken straight away). So once I got home I inflated them with my pump and the tyre pressures stayed up.
Unfortunately a number of days later one tyre was under inflated again and the other was completely flat (I noticed after driving a few hundred yards in the dark). So I stopped in a safe place to change the tyre before I reported it to Baspinar. But there were no tools in the back of the car so I had to ring them anyway. Whilst waiting for someone to bring me some tools I had a look in other parts of the and eventually found the tools under the passenger seat (I also found a yellow cardboard pack of condoms which was interesting...) but made me shudder as I had been dtiving the vehicle for a few days!
So the tyre was changed between me and someone from Baspinar and I was told to go to the office the next day.
When I reported to the office the next day I was told that I had to take the car to a tyre shop and pay for both tyres. Inspecting the tyres whilst they were being sorted (one was replaced, one was repaired) the flat tyre had a large splinter of wood embedded in it and the partially deflated tyre had a rusty nail in it (this was repaired).
I then had to pay for the repair/replacement. Baspinar had also sent a rather large russian guy along with me to make sure I did not argue.
Now, previous experiences with flat tyres whilst hiring with A-One Rentals, I was just told to go to the tyre place and get it done because A-One had a contract with them so I didnt pay - no arguments.
Could I have done anything to avoid this? Well, I only drove on roads certainly not accross country.
Should I have refused/returned the car as soon as I saw the under inflated tyres? It was early evening and the office was closed, plus once I pumped up the tyres they seemed OK the next day.
I can only conclude that Baspinar do not do proper checks on their vehicles such as tyre condition, availability of tools and what the previous occupants leave in the car!
