Mandatory Telephone Lines

We have been told by Kibtec that it's mandatory for all new developments under construction to have telephone cables installed to each property. Although our development was started in 2004 but isn't yet finished it's still classed a new development. Until the phone lines are cabled in Kibtec will not connect electricity for us

Can anyone please confirm or deny that the law here states all new developments need to have telephone cables supplied to each property?

I know there isn't the facility (telephone exchanges) to connect land line telephones so this seems like another money raising project - and project is a euphemism.

Not quite an answer but along the same lines, our site was also started in 2004, all the underground telephone cables installed to the boundary of the property but not "pulled" through to the house, we do not have a landline telephone and we got the electricity meter installed in 2006. Surprise, surprise, we still do not have a kocan. one of a list of reasons is that the telecom installation for the site is incomplete? You could not make it up. As you say, its all about ridiculous, revenue raising laws, which change on a daily basis.

It is true that in order to get final approval you need to have telephone cables installed. We had this done a couple of years ago. It is just a small box fitted to the outside of the house. If my memory serves me right it is a flat fee and doesn't cost much. It was done by the company that came to check all the electrics were ok prior to being hooked up to 'proper' electric.

Not so sure about this. We have our full kocan, and no telephone lines but we do have the infrastructure to pull the wires through and all the junction connections ready, I believe. We got our final approval in 2006 before we moved in thanks to a conscientious builder (as we didn't have a clue). The rules may have changed since then, and it all seems ridiculous now given that most people use cell-phones and internet!

Our house was built in 2008 but no utilities were available for three years.
I, personally, had to arrange for Kibtek to bring power lines along the road and connect to the house in 2011.
They never asked about phone lines and we still do not have any.

Yes the law changed in 2014/15.
We had to comply with it when we started the parcellisation process even though we all use cell phones and the likelihood of ever being given a landline is zilch!
We also had to have a fire hydrant installed in the road even though in the event of a fire we all have swimming pools.

Is this in anticipation of an uninterrupted water supply from Turkey, (available to all in July, not sure which year). Or will the hydrant have operating hours on it advising of the best time to have a house fire to coincide with the Belediye turning the water on!

Oh yes and if your pavements were laid years ago and no drainage pipes laid (as applied to our site) it all has to be redone to comply with the latest regulations. Happy days!

We just paid our phone line bill.600tl with no connection, compulsory.
