I wouldn't of thought so. If your under 25 years old, the company's insurance dosent cover you. And if you have an accident, big problems...

We've never had a problem for any of our children sine they were 18+ - appreciate rules may have changed but was always told the car was insured not individual drivers - I would ask any car hire company the question. They couldn't be the hirer but could be a named driver on any car we hired.

I would be very doubtful of any company that says it is the car that is covered. Any car I have ever rented, anywhere in world, has had to have a named driver/s and the must always be over 25, occasionally 21. If a company does offer a younger person the opportunity to drive I would read the small and very small print very carefully otherwise you could end up with a nasty surprise if stopped by police or worse be involved in any incident.

My understanding is that if under 25 drivers have had a full DL for a minimum of 3 years then they are covered by many. This would make sense, and was confirmed to me by one local rental company quite recently.
