Tax + VAT payable on contents of Container

Is any Tax or Tax + VAT payable on the value of the contents of a container full of Personal Effects sent fron North Cyprus to an EU country? I ask because the Spanish Customs are indicating that any consignment originating in Turkey is subject to Tax at 20% of stated value!

It was sent from here in TRNC to Spain, people send containers from here to the UK ( an EU Country) all the time. Why put it on a Spanish Forum?

I've just moved to France from the TRNCand paid no tax at all.

Once goods leave this tiny island, no one here in authority are interested in what entry penalty you will have to pay, it really is the port of arrival.

Euromed are the shipping agents and Ruhsan is the Agent. Got this from the Spanish Customs Officer today:

Service will be TAX 21% (not 20%) if you assure is that cargo has been provided by EU (CYPRUS) is necessary the T2L clearance doc issued at Port of loading in order to show it to customs and avoid to pay it.

Duty relief
Common customs tariff duties are applicable to all goods imported into the European Union.

However, in certain well-defined circumstances, such taxation is not justified, by virtue of the special conditions (for instance when you move with your personal belongings to a country outside the Union or when you come back) under which goods are imported (the usual need to protect the economy is absent).

In such circumstances, arrangements were made, both internationally and at the level of the Community, to allow goods to enjoy relief from the application of import duties.

Council Regulation 1186/2009Search for available translations of the preceding link••• (Official Journal L 324 of 10/12/2009, p.1) codifies all cases of duty relief and authorizes the Member States to grant these relieves, where necessary, by means of an appropriate procedure instituted for this purpose.

This regulation sets out those cases in which, owing to special circumstances, relief from import or export duties shall be granted respectively when goods are put into free circulation or are exported from the Union.
