PayPal in Turkey (or rather PayPal NOT in Turkey!)

I'm posting on behalf of a friend who is unable to operate his PayPal account in Turkey, now that the country has brought PayPal operations to a halt. I'm fine as my bank account is in Australia, but I wondered whether it's possible to open a bank account in the south to get PayPal up and running again. Or does anyone have another solution? I've heard rumours that PayPal is starting up again in Turkey via a new financial business structure but haven't been able to find any reliable information.
