First of all I would like to say HI to everyone being a Newbee.
Back to the question. You can not take a vehicle off the road in Cyprus like you do in the UK.
It has to be taxed every year, or when you sell it you will have to pay the back tax plus the fine.

I bought an old car that had not been taxed for years I had to pay it not the owner very unfair.

Yes, Karmels is correct vehcles off the road still need to be taxed. Also if you were were thinking of scrapping it you culd not do so unless all paperwork, fees etc.. were up to date.

I have previously taken my off the road here in KKTC. This was some years ago but it is still possible, to the best of my knowledge.
However, the vehicle being taken off the road must have all of its documents in order, before it is laid up. You have to write a letter stating that you are requesting to take the vehicle off the road for what ever reason e.g. for repair work and submit the letter to the vehicle licencing office in Lefkosa. The can give permission for up to three years orturma izin but this is thier descision.
When the period is due to expire they then write to you and inform you of this fact. I believe that you can make another request and extend the period again.
You are not entitled to claim back any road tax during this period but all usual requirement are suspended during this period.
You must do this to prevent paying the back tax for previous years, when the car has been laid up and then put back into use.
