This "white space" technology/theory has been discussed for a few years now, and has been shown to work. BUT - I would query one point in the article -
"....TV White Space technology provides an effective alternative to microwave by utilizing the lower-frequency UHF signals that can penetrate obstacles and cover uneven ground without requiring additional infrastructure....."
Current TV broadcasts (on the current frequencies) DO need clear, unobstructed line of sight; that is why aerials have to be aligned correctly, and trees, buildings, etc. can and do block or reduce signals..
So (IMHO), it could solve many but not all problems....

In my view the challenge with deployment and use of such frequencies here in North Cyprus are primarily 'regulatory' issues rather than technical per se. Firstly the regulatory authorities needs to decide that such frequencies can be used for internet service provisions at all. The they need to decide if such use will be via exclusive licensed use or if they will allow unlicensed use. If they will allow unlicensed use there needs to be a whole set of rules and regulations as to that use - like what power levels can be used and where (like lower power levels near TV transmitters) and then there needs to be means of ensuring that operators using these unlicensed frequencies are playing by the rules. The technology itself may be 'capable' but the question here I think is, is the regulator capable ?

Given that the World's military are very, very protective of their own security - quite rightly so - I have no fear at all of White Space Technology being allowed in the North of Cyprus. The Turkish Armed Forces have always followed the UK Armed Forces in regards to Telecommunications Security, to an extent that more modern methods have been subjected to a seven (7) year trial before being allowed in service - effectively keeping archaic but tried and tested methods of communications in place. If the communications in current use by the Military are seen to be secure now, there is no way that they will allow a change to new technology without extensive testing. As an example, when I left the Civil Service 10 years ago (2007), the "cutting edge" of military computer operating systems was then Microsoft XP and server O/S was still Microsoft NT. Of course with the end of support for XP in 2014 you would have expected that to all change - did it??? All I can say is "probably" but only because the Military sold out it's support to a conglomerate known as DII - by signing a blank bit of paper known as a contract - effectively allowing DII to do and charge whatever it wished.
Enough of that, chances of White Space being allowed in a militarily controlled communications environment is slim to not at all.
