query water meter useage

Not to sure what might have happened but I've just put 200tl on my water meter and it is now registering 0.8 tonne credit.
I put 50tl on 1/8/17 (did not not check meter at that point).
Today a gentleman from the Beli arrived and pointed to the meter, had no idea what he was saying but thought it was time to add money on so went straight up and did so.
What is the rate per tonne of water? Could I have been in such a huge deficit? Would not purposely go into the 'red' but though the max for that was 5 tonne.
Quite worried as I thought 200tl would give me a nice credit!

Firstly where do you live?
With Lapta Belediyesi, they say the maximum you can add to the meter card at any one time is 30 tonnes at 6 TL per tonne.
A while ago my meter showed a negative 18 tonnes but then showed +12 tonnes after I had transferred the 30 tonnes.

What does it say in the receipt from the Belediye? 200TL should equate to roughly 40 tonnes but it does depend on usage. When you say it shows as 0.8 tonnes, is that on the meter? It will only allow you to go into about 3 tonnes deficit before shutting off, I believe. Is it possible some of the money went towards rates? It's about 25TL a month in Esentepe, don't know about other areas.

It should only allow you to go 3 tonnes into deficit but mine was 18 tonnes in deficit in July.
So I went to Lapta Belediyesi to ask why.
Question: when does the valve cut off the mains supply?
Answer: at minus three tonnes.
Question: Can it ever go above minus three tonnes?
Answer: perhaps minus 6-9 tonnes during a Bayram holiday.
Question: Why am I still getting water at minus 18 tonnes (that I have not yet paid for)?
Answer: no answer, just a shrug of the shoulders.

Thank you. We are based in Esentepe. We pay our bills (rates) via the Koop in the village. I put in 50 tl at the beginning of August ( I was on my own). Been to the Belyi and they suggested we put more money on! Eventually agreed to send someon out.... just checked meter and we have 47 tonnes on - more like it but leaves me wondering what the Belyi water man was trying to tell me yesterday.
Guess the real solution is to put the effort in to learn the language!

It may be best to pay the bills at the Belediye direct, then you will get a receipt detailing what you have paid for. Generally, the staff speak reasonable English.

Apologies, I should have explained I buy water top ups direct from the Belediye but any charges etc get paid direct from the koop. The 40 tonne I paid for (200 tl) is now showing along with an additional 7 ton presumably what I had on the card at point of top up. Its a learning curve to check water consumption via the meter.
Love to know what the water man was trying to tell me though
