Red lights on new electric meters

Can anyone tell me what 2 red lights displayed on meter signifies

On the meters on oiur site it means the electric has been cut off

My next door neighbour's meter shows two red lights on but they still have power.
They are in the UK for three months but topped up their credit at Kibtek before they left.

Why don’t you take a photo of the meter and take it to the kibtek office near the Wednesday market. We did that once and they explained what the lights etc mean.

If they turned the power off inside the house the two red lights will come on.
