HELP! Changing Microsoft & Windows 2007 language to English?

I prize myself as someone who knows a lot about computers, sites, and programming, but I had to surrender to WINDOWS 2007 after trying all weekend to change the software and standard applications display language to English without much success! The computer originally had the display language as Turkish. That means having Access / Excel / Word / publisher etc all with Turkish tool bars and icons. Programming language being English, it is very inconvenient when using Access or Excel with Turkish toolbars. If anyone out there knows what I am missing out please advise;
I have gone through the control panel's "Clock, Language and Region", and did change the "Display langage" in "Region and Languages" dialog box (undr Keyboard and Languages Tab). The drop down box only had "Turkish" so I updated by downloading from Windows website "English" option as well. After rebooting the drop down box showed "English" as well as "Turkish". I promptly changed the language to "English" and rebooted again. I also changed Microsoft language settings to "English" in Microsoft Office 2007 Language Seettings (in Microsoft Tools).
Alas, the language in use with Excel, Access and any other application is still in Turkish. Anyone out there who may have an idea about what I may have missed out, please respond.
